A portion of Converse County territory was annexed for the formation of Niobrara County in 1911. Converse County was slightly enlarged with territory from Albany County in 1955 after a special election.
An elected commission governs each Wyoming county. Commissioner David R. Edwards resigned in January 2012 after three years of service because of health problems. He was a Republican who had served in the Wyoming House of Representatives from 2001 to 2008.
