Ashley was laid out in 1888 when the Minneapolis, St. Paul and Sault Ste. Marie Railroad was extended to that point. The city was named for Ashley E. Morrow, a railroad man. A post office has been in operation at Ashley since 1888.

As of the census of 2010, there were 749 people, 391 households, and 201 families residing in the city. The population density was 1,170.3 inhabitants per square mile (451.9/km2). There were 520 housing units at an average density of 812.5 per square mile (313.7/km2). The racial makeup of the city was 97.3% White, 0.1% African American, 0.1% Native American, 0.7% Asian, and 1.7% from two or more races. Hispanic or Latino of any race were 0.4% of the population.

There were 391 households of which 13.0% had children under the age of 18 living with them, 44.8% were married couples living together, 4.1% had a female householder with no husband present, 2.6% had a male householder with no wife present, and 48.6% were non-families. 45.5% of all households were made up of individuals and 31% had someone living alone who was 65 years of age or older. The average household size was 1.80 and the average family size was 2.46.
