Forest City is a city in Hancock and Winnebago Counties in the U.S. state of Iowa, and the county seat of Winnebago County. The population was 4,151 in the 2010 census, a decline from the 4,362 population in the 2000 census.

As of the census of 2010, there were 4,151 people, 1,686 households, and 1,008 families residing in the city. The population density was 894.6 inhabitants per square mile (345.4/km2). There were 1,909 housing units at an average density of 411.4 per square mile (158.8/km2). The racial makeup of the city was 94.9% White, 1.5% African American, 0.2% Native American, 1.3% Asian, 0.5% from other races, and 1.5% from two or more races. Hispanic or Latino of any race were 3.0% of the population.

There were 1,686 households of which 26.8% had children under the age of 18 living with them, 46.1% were married couples living together, 9.3% had a female householder with no husband present, 4.4% had a male householder with no wife present, and 40.2% were non-families. 34.0% of all households were made up of individuals and 14.4% had someone living alone who was 65 years of age or older.
