In 1991, the Omnibus Transportation Employee Testing Act created the following DOT Agencies which established drug and alcohol testing regulations to ensure that aircraft, trains, trucks, and buses were operated in a safe and responsible manner. 49 CFR Part 40 (commonly known as "part 40") explains:

  • How drug and alcohol testing is conducted

FMCSA Drug and Alcohol Clearinghouse

The Opioid Overdose Crisis

Every day, more than 130 people in the United States die after overdosing on opioids. The misuse of and addiction to opioids, including prescription pain relievers, heroin, and synthetic opioids such as fentanyl, is a serious national crisis that affects public health as well as social and economic welfare. The Centers for Disease Control and Prevention estimates that the total "economic burden" of prescription opioid misuse alone in the United States is $78.5 billion a year, including the costs of healthcare, lost productivity, addiction treatment, and criminal justice involvement.

  • Roughly 21 to 29 percent of patients prescribed opioids for chronic pain misuse them.
  • Between 8 and 12 percent develop an opioid use disorder.
  • An estimated 4 to 6 percent who misuse prescription opioids transition to heroin.
  • About 80 percent of people who use heroin first misused prescription opioids.
  • Opioid overdoses increased 30 percent from July 2016 through September 2017 in 52 areas in 45 states.
  • The Midwestern region saw opioid overdoses increase 70 percent from July 2016 through September 2017.
  • Opioid overdoses in large cities increase by 54 percent in 16 states.

In the late 1990s, pharmaceutical companies reassured the medical community that patients would not become addicted to prescription opioid pain relievers, and healthcare providers began to prescribe them at greater rates. This subsequently led to widespread diversion and misuse of these medications before it became clear that these medications could indeed be highly addictive.3,4 Opioid overdose rates began to increase. In 2017, more than 47,000 Americans died as a result of an opioid overdose, including prescription opioids, heroin, and illicitly manufactured fentanyl, a powerful synthetic opioid.1That same year, an estimated 1.7 million people in the United States suffered from substance use disorders related to prescription opioid pain relievers, and 652,000 suffered from a heroin use disorder (not mutually exclusive)

    Easton is a city in and the county seat of Northampton County, Pennsylvania, United States. The city's population was 26,800 as of the 2010 census. Easton is located at the confluence of the Delaware River and the Lehigh River, roughly 55 miles (89 km) north of Philadelphia and 70 miles (110 km) west of New York City.

    Easton is the easternmost city in the Lehigh Valley, a region of 731 square miles (1,893 km2) that is home to more than 800,000 people. Together with Allentown and Bethlehem, the Valley embraces the Allentown-Bethlehem-Easton metropolitan area, including Lehigh, Northampton, and Carbon counties within Pennsylvania, and Warren County in the adjacent state of New Jersey. Easton is the smallest of the three Lehigh Valley cities, with approximately one-fourth of the population of the largest Lehigh Valley city, Allentown. In turn, this metropolitan area comprises Pennsylvania's third-largest metropolitan area and the state's largest and most populous contribution to the greater New York City metropolitan area.

    The city is split up into four sections: Historic Downtown, which lies directly to the north of the Lehigh River, to the west of the Delaware River, continuing west to Sixth Street; The West Ward, which lies between Sixth and Fifteenth Streets; The South Side, which lies south of the Lehigh River; and College Hill, a neighborhood on the hills to the north of downtown, which is the home of Lafayette College, a liberal arts and engineering institution. The boroughs of Wilson, West Easton, and Glendon are also directly adjacent to the city; the first and largest of which, Wilson, partially aligns in the same North-South Grid as the city of Easton.
