According to the National Institute on Drug Abuse, in 2017, there were 185 drug overdose deaths involving opioids in Mississippian age-adjusted rate of 6.4 deaths per 100,000 persons which was less than the average national rate of 14.6 deaths per 100,000 persons. The greatest increase in opioid involved overdose deaths was seen in cases involving synthetic opioids other than methadone: a rise from 24 deaths in 2014 to 81 deaths in 2017. An overall increase occurred among deaths involving heroin from 10 in 2013 to 34 in 2017, however, no significant increase has been seen since 2015. Prescription opioid-involved deaths also rose during the same period from 66 to 96 deaths.

Research also revealved that in 2017, Mississippi providers wrote 92.9 opioid prescriptions for every 100 persons, compared to the average U.S. rate of 58.7 prescriptions. According to CDC, this rate was among the top five rates in the United States that year; however, it was also the lowest rate in the state since data became available in 2006. The age-adjusted rates of overdose deaths involving opioid prescriptions rose to 3.2 in 2017 but not significantly.

Neonatal Abstinence Syndrome (NAS) or neonatal opioid withdrawal syndrome (NOWS) may occur when a pregnant woman uses drugs such as opioids during pregnancy. A recent national study revealed a fivefold increase in the incidence of NAS/NOWS between 2004 and 2014, from 1.5 cases per 1,000 hospital births to 8.0 cases per 1,000 hospital births. This is the equivalent of one baby born with symptoms of NAS/NOWS every 15 minutes in the United States. During the same period, hospital costs for NAS/NOW births increased from $91 million to $563 million, after adjusting for inflation.

This measure provides an affirmative defense to patients who suffer from a debilitating epileptic condition (and their parents, guardians, or custodians) for the use and possession of marijuana extracts that contain more than 15% of cannabidiol (CBD) and no more than 0.5% THC. The CBD oil must be obtained from or tested by the National Center for Natural Products Research at the University of Mississippi and dispensed by the Department of Pharmacy Services at the University of Mississippi Medical Center. In 2017, the legislature passed SB 2610, to clarify the use of cannabidiol in research for the treatment of seizures and other medical conditions.

Mississippians have created a campaign for calle Medical Marijuana 2020 to make medical marijuana available to citizens who have debilitating medical conditions in a legal and safe manner. If approved by the voters, patients who are suffering will be able to obtain medical marijuana after they are examined by Mississippi licensed physicians and certified to use medical marijuana. The Mississippi Department of Health will regulate the process by which medical marijuana is grown, processed, and made available to patients.

In the state of Mississippi, recreational marijuana is illegal; however, Mississippi has decriminalized the possession of marijuana for personal use. Getting caught with 30 grams of marijuana or less (first offense) only carries a $250 fine and a civil summons with no arrest, criminal conviction, or jail time. Second and third offenses (with 30 grams or less) are punishable by five days to six months incarceration and a $500 maximum fine. The is no criminal conviction for the possession of 30 grams or less for second and third offenses, either.
