According to the National Institute on Drug Abuse, Maine is among the top ten states with the highest rates opioid-related overdose deaths. In 2016, there were 301 opioid-related overdose deaths a rate of 25.2 deaths per 100,000 persons which was double of the national rate of 13.3 deaths per 100,000. Since 2012, the number of deaths attributed to heroin overdose has increased more than fourfold increase from 12 to 55 in 2016. Synthetic opioid-related overdose deaths have increased even more dramatically, from 19 to nearly 200 deaths, in the same period.

Research also revealed that in 2015, Maine providers wrote 70 opioid prescriptions per 100 persons (approximately 985,562 prescriptions) which was about the same as the average national rate. Neonatal Abstinence Syndrome (NAS) may occur when a pregnant woman uses drugs such as opioids during pregnancy. The incidence of NAS in Maine has increased from 3.0 cases per 1,000 births in 2002 to 30.4 cases per 1,000 in 2013, a more than tenfold increase.

According to the Department of Health and Human Services, there are 51,324 registered patients under the voluntary registry. As of now, there is a minimum of eight dispensaries statewide.

The Marijuana Legalization Act permits adults ages 21 and older, who are not participating in the state's medical marijuana program, to legally grow, possess and use specified quantities of cannabis.
