The Georgia General Assembly incorporated Meigs as a town in 1889. The city is named after Josiah Meigs (1757–1822), American college professor, journalist, and president of the University of Georgia.

According to the United States Census Bureau, the city has a total area of 1.6 square miles (4.1 km2), of which 1.6 square miles (4.1 km2) is land and 0.04 square miles (0.10 km2) (1.24%) is water.

As of the census of 2000, there were 1,090 people, 399 households, and 286 families residing in the city. The population density was 686.4 people per square mile (264.7/km²). There were 460 housing units at an average density of 289.7 per square mile (111.7/km²). The racial makeup of the city was 26.24% White, 66.79% African American, 1.38% Pacific Islander, 4.77% from other races, and 0.83% from two or more races. Hispanic or Latino of any race were 7.61% of the population.
